Transport for London has submitted applications in respect of the development of the Thames Gateway Bridge scheme, a local road bridge connecting the junction of the A406/A13 in Beckton on the north side of the River Thames to the A2016 in Thamesmead on the south side of the River Thames. Planning applications were submitted to the London Boroughs of Newham and Greenwich in July 2004 for determination and applications for Highways, Tolling and Compulsory Purchase powers were submitted to the Secretary of State for confirmation in August 2004. The planning application comprised the following elements:
| (i) | A new bridge across the River Thames, the ‘Thames Gateway Bridge’, between Beckton and Thamesmead and the following associated highways: |
| - | A dual carriageway for all traffic between A406 North Circular, Beckton and A2016 Eastern Way, Thamesmead; |
| - | A dedicated two lane public transport highway from Woolwich Manor Way, Beckton to Hill View Drive, Barnham Drive and Central Way, Thamesmead; and |
| - | A footway and separate cycleway between Woolwich Manor Way, Beckton and Central Way, Thamesmead. |
| (ii) | Other works and buildings comprising: |
| - | Maintenance compound and revenue collection office (in the Borough of Newham); |
| - | Landscaping; and |
| - | Drainage and associated works. |
| (iii) | Temporary works and buildings for use during construction comprising: |
| - | Construction worksites; |
| - | Wharves; and |
| - | Access Roads. |
The planning applications for the scheme were determined by the London Borough of Greenwich on 14 December 2004 and by the London Borough of Newham on 15 December 2004. Upon consideration of representations on the decisions of the Boroughs, the First Secretary of State called the application in to be heard in front of Public Inquiries into both the planning application and orders.
