The proposals were contained in Orders published in draft under the Highways Act 1980 and the Acquisition of Land act 1981 in December 2005, on which the public were invited to comment on, object to, or express support. An Environmental Statement was also published. A delay to the statutory processes was announced by the Highways Agency - see letters of 30 June 2006 and 14 July 2006. Draft orders were re-published on 26 January 2007 and copies may be viewed on the Inquiry Documents page . Click here to view the press notice. A revised Environmental Statement was also been published and Volume 1 may be viewed on the Inquiry Documents page. An Addendum to the Environmental Statement was published on 23 March 2007. The complete Environmental Statement (Volume 1 plus Volume 2 - Detailed Assessment and Supporting Information - and Volume 3 - Figures), or the Addendum, is available free of charge on CD-ROM from Balfour Beatty / Scott Wilson (printed copies - �250 for the January publication and �70 for the Addendum).
