Highways Agency Withdraws Scheme

"The decision has been taken after the Regional Leaders Forum, 4NW, informed the Department for Transport that after assessing its priorities for funding from the Regional Funding Allocation it wants to delay the proposed start of the scheme by at least four years, until 2016/17."

The Highways Agency have uncovered further anomalies in the Traffic Forecasts. As a result the Inquiry is now adjourned until 10 am on Tuesday 18th December 2007 . On this date the Highways Agency will present their timetable for amended evidence and depending on what is presented discussion will take place regarding the timetable for the continuation of the Inquiry.

During the adjournment the Inquiry library in Stalybridge Civic Hall will be open between the hours of 9am until 9-30pm Monday to Friday, (Except August Bank Holiday 27th August 2007) and the Programme Officer's whereabouts are expected to be;

Please send your paper copies ,to the Programme Officer - Mr Chris Banks addressed to Stalybridge Civic Hall, Trinity Street , Stalybridge, SK15 2BN, and your electronic copy to chrisbanks@personaassociates.co.uk  As you can see from above he will be present in Stalybridge during that week so please feel free to hand deliver if you wish. Confirmation that the number  of paper copies required is 4 if your objection is to the Bypass and the Spur and 3 if it is to the Bypass only.

Revised Dates For Submission Of Evidence

The Highways Agency was due to publish by 5 June 2007 its proofs of evidence for the Mottram/Tintwistle Bypass and A628/A616 Route Restraint Measures (“the Bypass”).  Eleven of its Proofs were published by that date, but the Highways Agency reports that two (those on Cultural Heritage and on Policies and Plans) were not put on deposit until 14 June.  Those two Proofs were therefore 7 working days late (working days in this context being Mondays, Tuesdays, Wednesdays, Thursdays and Fridays).

The deadline previously established for evidence submission by other parties was 15 June in the case of those making representations regarding the Bypass on its own, and 17 July in all other cases. 

It may be that some parties would be disadvantaged by the combination of the established deadlines and the lateness of the Highways Agency’s evidence on Cultural Heritage and on Policies and Plans.

Further to the Programme Officer’s letter dated 8 June 2007 to all parties, the Inspector has now decided that parties who are disadvantaged by the lateness of the Highways Agency’s Proofs of Evidence on Cultural Heritage and on Policies and Plans may submit their evidence by 26 June if their representations are about the Bypass on its own, or by 26 July in the case of representations about the combined effect of the Bypass and the Glossop Spur.  He expects that those whose representations are solely about the Spur will not be affected by the lateness of some of the Highways Agency’s evidence, and in such cases representations that are solely about the Spur should be submitted by 17 July. 

Questions of clarification of the Highways Agency’s evidence may be put, in writing via the Programme Officer, on or before 26 June.

To reduce the need for different parties to produce copies of the same documents, parties are invited to consider whether background documents they intend to submit to the inquiry might be of general use.  For example, Government papers on relevant matters that are not already on the list of deposit documents might be helpful to other parties.  Please contact the Programme Officer if you intend to submit such a document.  Four papers copies and one electronic copy of each such document will be needed.
