The A14 proposals were published on 30th September 2009 in Draft Orders under the Highways Act 1980, together with an Environmental Statement. The draft Orders (available here) provide for:-

A new trunk road running between Ellington and Fen Drayton (two lane dual carriageways between Ellington and the A1 south-west of Huntingdon and three lane dual carriageways between the A1 and Fen Drayton, south of Huntingdon and Godmanchester) and the widening of the existing A14 between Fen Drayton and Fen Ditton to three lanes in each direction.

New and improved junctions and interchanges, including ones at Ellington, Brampton, Fen Drayton and Girton, which includes a new motorway connecting road to the M11 Motorway (Junction 14).

Alterations to existing highways and private accesses affected by the provision of the new and improved trunk road, including their stopping up and improvement and the construction of new highways (including local access roads between Fen Drayton and the M11 (Junction 14) and of new accesses. It is proposed to remove the Huntingdon Railway Viaduct to provide opportunities for Huntingdon's town centre regeneration.

The de-trunking of the bypassed sections of the existing A14.

The compulsory acquisition of land which would be needed for the scheme including that for the diversion of, and other works to, watercourses and to mitigate any adverse effects of the scheme.
