The Highways Agency published proposals in four draft Orders under the Highways Act 1980 on 20 November 2008 to provide for:-
An on-line widening of the existing single-lane A11 to dual two-lane carriageway between Fiveways Roundabout and Chalk Hall Farm (approx 9km) and a bypass of Elveden (approx 5.1km), linking in to Thetford Roundabout incorporating a grade-separated junction with the B1106 and improvements to the roundabouts at Fiveways and Thetford.
The improvement, stopping up, and construction of new highways together with the stopping up and provision of new means of access.
The de-trunking of the bypassed section of the A11.
The compulsory acquisition of land which would be needed for the scheme including that for diversion of and other works to watercourses and to mitigate any adverse effects of the scheme.
Further Orders - a draft Supplementary Side Roads Order and a Supplementary Compulsory Purchase Order - were published on 24 September 2009. An addendum to the Environmental Statement was also published on 24 September 2009.
